Philip has over 30 years’ experience in the health sector and has successfully delivered national-level primary healthcare change in the UK as well as New Zealand. 


 

He was the founding Chief Executive of GenPro, the General Practice Owners Association, and instigated multiple changes to the national general practice contracting landscape to ensure fairer and direct representation for general practice contracted providers. 

Philip was previously a Director of Finance and Commissioning in the NHS in the UK before being seconded on behalf of the UK Departments of Health to lead primary health contract negotiations covering general practice, community pharmacy, dispensing doctors and, salaried dentists. He also successfully led a two-year multi-agency review of the UK’s general practice capitation funding formula resulting in detailed conclusions and recommendations jointly endorsed by the General Practitioners Committee of the British Medical Association as well as the Department of Health. 

Philip moved to New Zealand in 2011 and held positions as a PHO Chief Executive before leading the establishment of GenPro – New Zealand’s leading voice for general practice providers.
