thePHO offers:


 

  • A PHO which fulfils the minimum requirements of Health New Zealand | Te Whatu Ora’s PHO Services Agreement.
  • A PHO which is exclusively for general practices that are members of GenPro.
  • A PHO which aligns with GenPro’s purpose “to promote and enhance the health and wellbeing of all individuals, families and communities within New Zealand”.
  • A PHO which recognises that the government funding it receives is intended for the benefit of local communities and the general practices which serve them.
  • A PHO which will provide full transparency (to the extent possible under data protection legislation and contract confidentiality) to general practice contracted providers on the use of funding received through the PHO Services Agreement (PHOSA)
  • A PHO which is not-for-profit and which will not use general practice funding to develop its own commercial business interests or interests which compete with those general practices it is funded to support.

thePHO will:


 

  • Be owned and governed by a holding company formed exclusively of GenPro members.
  • Be lean and minimise its own administration, bureaucracy and infrastructure to maximise funding for front-line service providers.
  • Minimise the burden of bureaucracy upon providers to the extent possible by the PHO Services Agreement and the requirements of Health New Zealand | Te Whatu Ora.
  • Work with GenPro to influence national policy and funding frameworks to support accessible, high-quality and sustainable general practice for all New Zealanders.

thePHO will fund:


 

  • 100% of general practice capitation funding based on their enrolled population - subject to general practices meeting the requirements of the Contracted Provider Agreement (the back-to-back agreement)
  • The maximum possible System Level Measures (SLM) performance funding - subject to general practices meeting the associated Health New Zealand performance targets - and whilst recognising any unavoidable PHO-level SLM responsibilities. 
  • The maximum possible Flexible Funding Pool (FFP) resources which include CarePlus, Services to Improve Access (SIA) and Health Promotion. Whilst also recognising that this funding is typically abated by PHOs to fulfil unavoidable PHO-level responsibilities under the PHOSA (as per national FFP and regional Health New Zealand requirements).
  • General practices, wherever possible, for direct service delivery and the direct employment of additional Primary Care Team members, such as Specialist Nurses, Health Improvement Practitioners (HIPs) and Health Coaches, rather than retaining such investment unnecessarily within the PHO. 

thePHO will help:

  • Facilitate general practice members to achieve their SLM targets and FFP requirements by directly utilising the balance of any SLM and FFP funding to support in-practice developments.
  • Faciliate general practice members to directly employ and manage any additional members of the Comprehensive Primary and Community Care Teams (CPCT) and where required, help them employ such roles on a shared consortia basis with neighbouring general practices (e.g. Health Improvement Practitioners, Clinical Pharmacists, Care Coordinators). Wherever possible, thePHO will avoid employing additional PHO staff and will instead pass on funding for providers to enable relevant staff to be directly employed and managed on the front-line of patient care.
