The leadership team supporting the establishment of thePHO brings experience across operations, finance, digital systems, and clinical governance. Their role is to build the organisation to a point where the inaugural Board and permanent structure can take over.

Philip Grant leads the establishment work. Philip has worked across national organisations and complex programmes for many years. He understands system design, provider needs, and the operational detail required to stand up a new PHO. His focus is on building a lean and efficient organisation that supports general practice from the first day of operation. Philip is responsible for coordinating the work programme, ensuring timelines are met, and guiding the transition from development to delivery.

Karl Andrews supports the operational build as Chief Operating Officer. Karl brings experience as a Chief Executive and former Chief Financial Officer within the primary health care sector. He has worked across the financial, clinical, and digital challenges that influence provider performance. Karl has also held senior finance roles in New Zealand and overseas. His background in management, operations, and organisational design helps ensure thePHO’s systems and processes are stable, scalable, and ready for service commencement.

Dr Mark Peterson leads clinical governance for the establishment phase. Mark brings senior clinical experience and a long history of involvement in primary care leadership. He understands national policy settings and the requirements for clinical quality and patient safety. His role is to ensure that governance, service design, and operational planning meet clinical standards and support safe practice environments.

Together, Philip, Karl, and Mark provide operational oversight, financial stewardship, clinical leadership, and strategic coordination. Their combined experience supports the work required to build a PHO that is stable, transparent, and focused on meeting the needs of general practice and enrolled patients. Their leadership will guide the organisation through the setup phase until the inaugural governance and management structure is in place.
